The spectre of Fukushima continues to haunt the world, forcing governments in most parts of the globe to rethink their plans to tap this controversial source of energy. But it is in India that the world’s worst nuclear accident since Chernobyl has had its most serious fallout, with public protests forcing the authorities to delay the commissioning of the ambitious Kudankulam project by almost a year. Fukushima, however, is just the latest spur for the campaign against the Kudankulam reactors which started in 1987, discovers Latha Jishnu as she travels across the villages of Tirunelveli district in Tamil Nadu and meets the people who have been saying no to nuclear energy for 25 years.

The second batch of bidding for photovoltaic projects totalling 350 MW capacity in December under the national solar mission witnessed something unprecedented. A company called Solairedirect bagged a project quoting an unheard tariff rate of Rs 7.49 per unit. This rate was 50 per cent lower than the benchmark tariff of Rs 15.39 per unit fixed by the Central Electricity Regulatory Commission (CERC). Solairedirect’s bid is considered unsustainable by many established players. Ankur Paliwal caught up with Gaurav Sood, managing director of the company at a trade event in Jaipur. After declaring 43 industrial areas in India as critically polluted and imposing a moratorium on their expansion, the Union Ministry of Environment and Forests is going easy on them. As many as 23 critically polluted areas have been removed from the moratorium list since last October on the basis of inadequate action plans submitted by the respective states.

Forest departments across the country owe millions of rupees to communities. For 20 years communities toiled under the Joint Forest Management programme in the hope of getting shares in revenue from timber and bamboo sales. As forests mature for harvesting, forest departments apply mathematical tricks to bring down monetary share to almost nothing; a few states do away with giving cash to communities. Disillusioned, people are now abandoning the programme.
