Nobody in Loyendi village keeps track of time. But for its 150-odd residents, December 7, 2012, is a day to remember. “It is our independence day,” says village elder Petra Kanhara. On this day, the village in Odisha’s Kandhamal district got community right over 20 mountains full of forests under the Forest Rights Act (FRA).

IN A first-of-its-kind move, the Maharashtra forest department has decided to pay 10 villages their share of benefits under the Joint Forest Management (JFM) scheme. A total of Rs 74,51,063 will be paid to eight villages in Gadchiroli district and two in Gondia district.
Jarawas: to protect or not

A RECENTLY released video showing Jarawa women dancing in front of tourists has triggered a debate on whether the ancient tribe of Andaman and Nicobar Islands should be brought into the mainstream. In this context, an expert committee of the Ministry of Tribal Affairs has recommended the Central government should not alter the policy of protecting the Jarawas from exposure to the outside world until studies are conducted on their concerns and aspirations. The Jarawas, whose population is just about 300, are known to have little immunity to outside illnesses.

Some 40 years ago an experiment began in Arabari forest range of West Bengal that caught the fancy of the nation. The forest authorities roped in the people living in the area in regenerating degraded forests. In return they offered them a share in forest resources and revenue. It worked. Two decades later the Centre adopted the Arabari model to start the Joint Forest Management programme. The response was such that today it involves 25 million people.

Two tribal villages in Gadchiroli district of Maharashtra—Mendha Lekha and Marda— savoured victory when they won community rights over their forest resources in August last year. The rights conferred under the Forest Rights Act of 2006 include the right to collect and sell minor forest produce (MFP). These include tendu leaves used in beedis, and bamboo that have high commercial value and were under the forest department’s control. Winning the right to manage these resources meant economic liberation to the two villages.

Without Rubu Bukur, I am completely lost. Two rows of eerily quiet houses snake along both sides of a dusty road. This is Lempia village in the Apatani valley of Arunachal Pradesh.
