Manohar Parrikar orders cancellation of permissions granted to new projects under the plan

The controversial Goa Regional Plan 2021, which has drawn flak for keeping people out of the planning process and for using inaccurate information and data, has been suspended by the Manohar Parikkar government.

As a result, permissions granted to various projects after March 20 have become void. The Town and Country Planning department of Goa has issued orders that no objection certificates (NOCs) should not be issued to new infrastructure projects under Regional Plan (RP) 2021. Parrikar, who also holds the portfolio of Town and Country Planning, has ordered the officials to scrap all the permissions granted under the RP 2021.

“All the approvals and permissions granted under RP 2021 to various projects across the state now stand suspended till final decision on the issue by state government,” said chief town and country planner S T Putturaju. He said that all the department offices in the state have been ordered to withhold permissions and NOCs to any project under RP 2021 and detailed information about permissions and NOCs already granted has been sought from all the offices.

Former chief minister Digambar Kamat was instrumentalal in the drafting of RP 2021. An expert committee headed by renowned architect Charles Correa, had prepared RP 2021. However, various non-profits and social organisations had strongly opposed the regional plan on various grounds. The final decision on RP 2021 will be taken after detailed discussions with non-profits and social organisations.
