Kerala gets cautious

Plans to ban extremely and moderately hazardous pesticides in cardamom district, Idukki

Agriculture minister M Retnakaran recently announced that the ban on extremely and moderately hazardous pesticides in Kasaragod will be extended to Idukki district. The news augurs well for Idukki, known for its cardamom and tea plantations.

A 2009 study showed pesticide use in cardamom plantations in Idukki was one of the world’s highest. On an average, farmers use 27 kg of pesticides in a hectare (ha) of cardamom plantation and 9 kg in a ha of tea garden, as per the study by the National Institute of Advanced Studies (NIAS), Bengaluru. India’s average pesticide use is 0.5 kg per ha.

“We found residues of at least seven pesticides in cardamoms collected from the Cardamom Hill Reserve,” said Muthuswamy Murugan, associate professor at the Cardamom Research Station of Kerala Agriculture University. He was part of the NIAS study team. Levels of highly toxic pesticides like trizophos, quinalphos and endosulfan were high. The Central Insecticides Board advises only two pesticides for cardamom, quinalphos and phenthoate (see Promoting pesticides).

A pesticide monitoring report prepared by the agriculture ministry in 2010 corroborates NIAS study. Cardamom samples from Pampadumpara gram panchayat in Idukki had 25 times the maximum recommended limit of quinalphos. “Persistent organic pollutants like endosulfan are toxic to aquatic ecosystems and pose potential hazard in areas like Kerala that receive heavy rain,” said Murugan. High endosulfan residues in cardamoms imply it is still being used in Kerala despite a 2005 ban in the state. Without a national ban, they will continue to be smuggled in from neighbouring states, he added.

Indiscriminate use of pesticides has contaminated the region’s ecosystem. NIAS study shows Cardamom Hill soil has high levels of a toxic pesticide phorate, DDT, fungicide hexaconzole and mercury. Nitrobenzene is another toxic chemical that is liberally used in the flowering season. It is known to cause cancer, alter genes and affect embryo development. As the volatile chemical remains in the air for long, those residing in plantations get exposed to it.

  Though Central Insecticides Board recommends two pesticides, Cardamom Research Station advises use of three more, profenfos, phenthion and dimethoate. Spices Board officials suggest using monocrotophos, not recommended for food crops, in case of major problem. None of them are registered for cardamom. “All recommended pesticides should be registered with the board. It seems there is a flaw in the system,” said G V Ramajaneyulu of the Centre for Sustainable Agriculture, Hyderabad non-profit.  
 
 

“The price of cardamom has soared in the past decade—from Rs 300 to Rs 2,000 per kg. This is the reason for such unscrupulous use of inputs and pesticides,” said Prasanth V K, physician at the Pampadumpara public health centre (PHC). “The impact has begun to show.” Hospitals have been registering an increase in cases of chronic poisoning.

Diseases like dermatitis, asthma, cancer and reproductive disorders are common among people living close to plantations, said Prasanth. A study by Kanchiyar gram panchayat PHC shows between 1994 and 2004, about 100 people died in the area of cancer. “An ongoing survey in Pampadumpara shows 50 cases of cancer in 4,000 families. Hardly anyone suffered from cancer in the area till a decade ago,” Prasanth recalled.

J Thomas, director of the Indian Cardamom Research Institute (ICRI) of the Spices Board, said organic cardamom is an alternative but it is not lucrative the initial few years. High labour wages, costly organic fertilisers and cost of certification are major deterrents in making the shift.

Following the recent spurt in concerns over heavy use of pesticides, ICRI has started advising farmers on judicious use of pesticides. It holds mobile spice clinics every Wednesday, visits plantations and holds seminars with workers. Till the ban, the clinics can at least prevent Idukki going the Kasaragod way.

Its a well known fact that POP residues have contaminated almost every segment of environment and we always suggest to ban on the use of these chemicals, but Is it a sustainable solution?? Why we alaways try to cure the sympotoms instead of disease. banning the use of such chemicals cannot eliminate their use, untill we dont provide an alternate solutions to the farmers. Being less educated and having very less income, these farmers are biggest sufferer and always being projected as top culprits; while the ground reality is totally different. We should aware the farmers regarding the indiscriminate use of pesticides, we should educate them, regarding effective pesticdes management and techniques like integrated pesticide management (IPM).
The farmers who uses less pesticides can be compentiated, their crops should get more market price. This concept of organic farming exist already, but truely speaking, a major share of such practices still didnot reach to the farmers and the middleman (traders) catch the major portion of it. If the farmers will get the good prices for their crops, they will automatically discard the use of such chemicals. Merely banning the use cannot solve the problem, instead their production could be stopped. If the banned chemicals are available in market, banning of their use will always increase the illegal trade, which is a lost-lost situation for farmers, government and environment as well.

I totally agree with you Pravin. The states are talking of banning the pesticides because it is only the centre which can take a decision on stopping the production of pesticide. Banning pesticides in one state or two states as has happened in the case of endosulfan is not going to serve the purpose because the state borders are extremely porous and there is very little chance that a tab can be kept on what is being brought in and what is being used. But the government seems completely in awe of the pesticide industries and instead of talking of non chemical alternatives they have been harping on how the country will suffer production losses if pesticides are not used. Andhra Pradesh's Non Pesticide Management method has been a great success. The government should take a leaf out from there and try and implement it in other states.
