In September 2004, Down To Earth carried a two-part editorial on the failure of the State to deliver basic services. In the September 15, 2004 issue we argued that on the one hand, the State has failed its citizens. On the other, the rich want state apparatuses to wither away — even while lapping up subsidies doled out in the name of the poor. Serving the poor becomes a convenient alibi for the perpetuation of moribund State institutions.
The second part argued that first we need to ascertain the role of the State so far as basic services are concerned and then strengthen the knowledge capacities of public institutions.
