There exist, in India today, at least two ways of resolving water-related conflicts. One is the way the conflict over river Cauvery is being managed. The river of woes for Tamil Nadu chief minister J Jayalalitha and her Karnataka counterpart S M Krishna, not a single day has passed in the last six months when both haven't worried over their rights. For the states, it is an intense three-decade old battle.

Poor little rich states

ON THE face of it, democracy in India has won a small battle. People's aspirations have been met by the creation of the three new states - Chattisgarh, Uttaranchal and Jharkhand. The people agitated for decades against apathy and skewed development of the mother states - Madhya Pradesh (MP), Uttar Pradesh (UP) and Bihar, respectively. But statehood means only half the battle won.

The centre wanted states to take it up because agriculture is a state subject but states did not want any "added responsibility". Centre wakes up to Naxal menace
