Different nations have set different legal standards for monitoring noise pollution. But one thing is common: all these standards are based on noise intensity, measured in decibels (dB).

Ask Priyabrata Kanjilal, a grocery store owner in one of the bylanes of south Kolkata, for a Vim washing bar. Chances are he will produce an egg (dim in Bengali), for he cannot distinguish between the two words. Twenty years at the store has taken a toll on his hearing ability. During his eight hours at the store it’s not the good old radio that he listens to, but the steady groan of traffic on the 4.5-metre alley. Impatient honks and noise of trucks, buses, autorickshaws, cars and bikes are a constant. The 50-year-old is also a captive listener of the many religious, social and political processions that often pass through the road, all expressing their emotions through blaring loudspeakers.

Law made tough for noise makers

Under pressure from civil society groups, the Union environment ministry, on January 11, notified the amendments to the Noise Pollution (Regulation and Control) Rules that are more stringent. For the first time, use of construction equipment has been banned at night. The Union environment ministry officials said the amendments have been made to protect public health.

The conductor's bane

They had rehearsed the piece only once, but already the musicians at the Bavarian Radio Symphony Orchestra felt their ears ringing and heads throbbing. Tests showed that the average noise level in the orchestra during the piece, State of Siege, by the composer Dror Feiler, was 97.4 decibels, a violation of new European noise-at-work limits. Playing more softly or wearing noise-muffling headphones were rejected as unworkable. So instead of having its world premiere on April 4, the composition was dropped.

It is ironic that one of the implementing agencies - the Delhi Pollution Control Committee (dpcc) - is to blame. Worse still, the dilution will impact the environment adversely.

The Union ministry of urban development has issued a notification stipulating that construction activities that create noise will not be allowed after 10 pm. However, construction of highways, roads, and other government undertakings has been excluded from the purview of the regulation.
