Peace isn't elusive

Tourism...handicrafts...agriculture...forests... lakes - Jammu & Kashmir's (j&k) basis of survival for ages. They still constitute 98 per cent of the state's economy and sustain 90 per cent of its population. Kashmir's economy is nothing but a sensitive and organised use of its ecology.

Poor little rich states

ON THE face of it, democracy in India has won a small battle. People's aspirations have been met by the creation of the three new states - Chattisgarh, Uttaranchal and Jharkhand. The people agitated for decades against apathy and skewed development of the mother states - Madhya Pradesh (MP), Uttar Pradesh (UP) and Bihar, respectively. But statehood means only half the battle won.

There was some disappointment when Bhutan did not win the prestigious Future Policy Award for the world’s most innovative and influential forest policies this year. The nomination had a lot going for it—a Constitutional commitment to maintain at least 60 per cent of its land under forest cover for all time; the fact that it has set aside the largest proportion of its forestland under protected area of any country in Asia; and its community forest management (CFM) scheme that hands over large chunks of forests to rural communities to eradicate poverty.

The concept of JFM is alluring enough to keep people engaged in conservation for years. But when it comes to sharing the fruits it is a practical joke. For every hundred rupees earned from timber sale a JFM committee usually gets only Rs 17.5 in cash, thanks to the forest department’s talent for developing a benefit-sharing formula guaranteed to deliver skewed results.

Recently, on discovering that I work in the forest department, a lady co-passenger in a flight asked, “Are you people really doing anything for the forests?” The unconcealed taunt set me and my friends discussing with the sceptic the scenario of green governance in India. How are we managing our forests? Is it time to hand over the forest resources to panchayats with the hope that they can manage better? Is the forest department guilty of propagating a management model that excludes people? Should we continue with the Indian Forest Service at all?
