Joining international efforts for protection of ozone layer, China recently held its first national conference on ozone layer protection. Song Jian, state councillor and minister in charge of the environmental protection commission said, "Although we are a developing country with dual missions of economic development and environmental protection, China has actively participated in the international cooperation to protect the ozone layer."

China has ratified the Vienna convention for the protection of the ozone layer and the London Amendment to the Montreal Protocol. It has also set up a special coordinating body and worked out the 'national programme for the phasing out of ozone depleting substances'. It has called upon the developed countries to make financial contributions and set up an effective technology transfer mechanism in order to support the developing countries in their phasing-out process. As per the Ninth Five-Year Plan (1996-2000), China plans to reduce the volume of production and consumption of the substances by 50 per cent.
