Municipal Solid Waste Rules 2016

The National Green Tribunal (NGT) on September 12, 2019 directed the chief secretaries of all states and Union territories to submit information to the Central Pollution Control Board (CPCB), for its reports dealing with the compliance of the Municipal Solid Waste Management Rules, 2016.

The NGT took the step after the CPCB informed it that state-level reports were not complete for want of sufficient information from the states and Union territories. The information required relates to some thematic areas like compliance to Solid Waste Rules (including legacy waste), Bio-Medical Waste Rules, construction and demolition waste, Hazardous Waste Rules, E-Waste Rules and others.

Green belt encroachment by petrol pump

The NGT on September 13, 2019 asked the chief secretary of Haryana to ensure that appropriate legal action against a petrol pump that had encroached a green space in Badarpur near Faridabad.

Following a letter received by the NGT on the illegal encroachment, the tribunal had directed the Municipal Corporation of Faridabad in December 2018 to file a report. After several delays, a report was submitted on July 24, 2019, which was termed by the tribunal as highly ‘unsatisfactory and cryptic’.

The report filed by the corporation had said no NOC or permission has been issued for the petrol pump by the corporation. Further, the Commissioner shifted the blame for not taking any action against the illegal operation of the petrol pump in the green land on the plea that the land belonged to the Haryana Urban development Authority.

The NGT on September 13 also directed the chief secretary to look into the ‘failure and negligence of the Municipal Commissioner’ on such matters.
