DECENTRALISING WATER POWERS

Decentralisation of the management of water resources can alleviate Pakistan's poverty, states a recent study conducted by water experts. According to the study, the government's irrigation sector reform process has failed because of officials refusing to 'empower farmers' by giving them the charge of water resources. This refusal has cost the country almost 40 per cent of its water. To avoid this, the government should include farmers at every tier of water management and let them be free of official interferences, the authors of the study opine.
