New Delhi Municipal Council has so far issued 3,337 notices and 146 challans this season
The New Delhi Municipal Council (NDMC) has sent 52 notices to the Rashtrapati Bhavan, where accumulated pools of stagnant water have been found to be the breeding grounds for dengue mosquitoes. In fact, larvae of Aedes Aegypti mosquito, which spread the deadly fever, were found at many places within the 320-acre estate. According to a senior NDMC official, the inspection team had spotted mosquitogenic conditions in various complexes and residential quarters in the President's Estate. In 2015, the NDMC had issued over 125 notices to the President's Estate after "heavy" mosquito-breeding was detected at various places.
Notices are generally served if the premises are found to be positive for mosquito breeding. If no improvement is found in the conditions during the next inspection, then challans are issued to defaulters.
The civic body has so far issued 3,337 notices and 146 challans this season.
Dengue in Delhi
The NDMC’s efforts to control the mosquito menace is significant because at least 277 cases of dengue have been reported in Delhi this season with 109 of these cases being recorded in the first two weeks of August. Last week, dengue claimed an AAP MLA’s kin, taking the death toll to 2.
The dengue not only struck early this year, but it has also been spreading at an alarming rate. Mizoram, which was hitherto untouched by this vector-borne disease, reported the first case on August 21.
Buildings under scanner
The NDMC has also issued advisories to more than 50 embassies that come under its jurisdiction. They have been asked to be active in controlling breeding of mosquitoes. The civic body has also offered support to these embassies.
Apart from Safdarjung hospital and Akashwani Bhawan, even the prestigious Delhi Golf Club and Shivaji Stadium are among the 146 buildings that have received challans for not acting upon the notice over dengue breeding. AIIMS and Lady Hardinge Medical College and LHMC hospital have been issued notices by the NDMC. Hotels such as The Ashok and Taj Man Singh have been issued notices after the inspection team detected mosquitogenic conditions in their premises.

What does the recent inspection reveal?
In the first two weeks of August, 76,290 houses in the city were found positive for breeding. Conditions in these houses were found to be conducive for the breeding of the Aedes Aegypti vector mosquito. According to municipal data, this is a 34 per cent rise in houses found positive for breeding when compared to last month. The numbers, as on August 1, stood at 56,759 houses.
About 57 per cent of the houses come under the jurisdiction of the South Delhi Municipal Corporation. It is the same zone that has reported maximum number of dengue cases this year.
According to the Down To Earth report, 15,099 cases of dengue were reported across the country till July 28, 2016.
