“Has space for women leadership”

Last Updated: Saturday 04 July 2015

Shalini Gupta,
Head, Domchach Block Panchayat, Jharkhand

It was a new idea of governance for the bureaucracy but not for people who had their own system of local governance. I see the bureaucrats get offended by representative like me asking them to get things done. Being a woman representative is another disadvantage.

I struggled for more than a year to convince the block development officer and other officials that we were elected and had to fulfill people's aspirations. However, panchayatiraj has has opened up space for women leadership.

  • Space has been opened without

Space has been opened without power in general and particularly for the women that too from disadvantaged / marginalized groups. It is still dominated by the existing system rather than transferring power to the Panchayat. Resultantly, it is very good to say or put on paper that SPACES have been created and expecting to see significant changes in the lives of the people in general and disadvantaged / marginalized in particular. In spite of the present limitations, still the concept of panchayat can be taken forward with real impact at the grass roots by making it more efficient with matching rights, powers and resources.
