a tripartite agreement has been drawn between the Delhi government, the ministry of environment and forests and ghk International to conduct a study on Delhi's urban environment and infrastructure under a project called Delhi 2021. Fund for the project -- amounting to us $ 900,000 -- will be provided by the Japanese government through the World Bank. ghk International will be the project consultant.

Delhi's finance minister Mahinder Singh Saathi said the study would cover major aspects including air, water and land pollution, traffic and transportation, environmental health and industrial pollution. He also said that a document "Delhi 21" would be prepared in six months. It would reflect on the city growth perspective by 2021 and highlight the measures that would be required to develop the city.
One of the major functions of the consultant would be to strengthen the environment department of the government, Saathi pointed out.
