Sore scientists

ALL the 150-odd scientists of the central pollution control board (CPCB), New Delhi, have struck work from April 21 to protest against the ministry of environment and forests (MFF) for not implementing the flexible complementing Scheme (FCS) since the past 10 years. The FCS is a merit-based promotion scheme begun in 1987 that is applicable to only scientific and technical staff. However, the MEF has not considered CPCB scientists to be eligible for this as, according to a senior MEF official, "CPCB is not a scientific organisation."

"This is absolutely ridiculous," states S K Tyagi, a scientist at CPCB. "We figure in the department of science and technology's list of research and development organisations in the country." The MEF has approved the scheme for most of its other agencies, like the Botanical Survey of India, the Zoological Survey of India and all the laboratories of the Council for Scientific and Industrial Research. "As a result, people junior to us are earning higher salary while we have not been given any promotion for a long time," rues Tyagi.
