Recently, West Bengal Chief Minister Mamata Banerjee announced her government will levy an additional 10 per cent tax on cigarettes to fund a Rs 500 crore corpus to indemnify the marginal investors who suffered heavy losses after a chit fund company went bust. She urged smokers to "smoke more to contribute towards the fund". In the past, though, governments and regimes have been far less ambivalent in dealing with smokers.
