Telangana Bill not in monsoon session of Parliament : Shinde

Intense protests continue in Seemandhra; 42 state legislators resign

The Telangana Bill will not be tabled in the monsoon session of Parliament beginning on August 5. Home minister Sushil Kumar Shinde, while addressing a routine press conference on Friday in Delhi, said that it would take time to finish procedures and the new state might come into existence in six months.

“The Bill may be introduced in the next session of Parliament,” said Shinde. Usually, it takes eight to nine months for a new state to come into existence, said the home minister “But as for Telangana, we’ll try to finish all procedures may be in six months,” he said.

The minister said his ministry would prepare a note for the Cabinet and once the Cabinet clears it, a Group of Ministers (GoM) will be formed, which will give recommendations for the state reorganisation draft Bill. Once the draft Bill is cleared by the Union Cabinet, it will go to the state legislature. After getting the views of the state, the Bill will be tabled in both the houses of Parliament. Once it’s approved, it will be submitted for the President’s consent. “All these procedures need to be finished before bifurcating the state,” Shinde explained.

Meanwhile, in Andhra Pradesh, 30 Congress state legislators from coastal Andhra and Rayalaseema (together called Seemandhra) have submitted their resignation. Their decision came after an emergency meeting held yesterday in Hyderabad in the backdrop of violent protests in Seemandhra region over the decision to separate Telangana from Andhra Pradesh.

In the meeting it was decided that all ministers and people’s representatives should quit their positions in protest against the Telangana decision by the Congress high command. However, four state ministers who announced their resignation after the meeting have put their decision on hold after getting assurance from Chief Minister Kiran Kumar Reddy that he would urge the Congress high command to reconsider the decision to divide Andhra Pardseh.

Apart from Congress legislators, 12 Telugu Desam Party legislators, too, have submitted resignation under mounting pressure from people.

It has been decided that all the ministers and people’s representatives from Seemandhra would hold a meeting tomorrow to decide the future course of action.

Violent protests continue

For the third day running, Coastal Andhra and Rayalaseema districts witnessed strong protests against bifurcation of Andhra Pradesh. The agitators organised road blockades, bandh and resorted to arson and violence. The situation in Anantapur district was particularly tense after hundreds of people took to the streets. Police resorted to lathi-charge at Dharmavaram railway station to clear the mob from the tracks after the mob started pelting stones at the police force.

    This is exactly what Sonia Gandhi wanted: to break Jagan politically for this --

    First she negotiated with Chandrababu opposition leader of TDP and put Jagan in Jail under quid pro co though most of these cases related to Chandrababu's -- which means the real culprit was Chandrababu but CBI did not touch him-- but she
    saved Chandrababu from legal & CBI like in the case of Mulayam in UP to get TDPs full support to UPA in Delhi and Congress in Hyderabad. With this, however, Jagan became still stronger as was evident from the bye elections -- Jagan party made clean sweep.

    Secondly,then she made a political strategy to weaken Jagan: (1) at the flag end of the parliament life of MPs, brought in several MPs in to cabinet from Coastal Andhra by giving more importance to Khamma caste which is dominent in Krishna district. Also, allocated Polavaram contract to the same caste MP. Then she announced Telangana with Hyderabad and to please Coastal Andhra announced national status to Polavaram project -- for the last few years created hurdles without announcing national status for Polavaram -- poltical strategy as pointed out in my earlier postings in these columns. In this deal
    she put the Rayalaseema out. With this she weakened support base to Jagan in Telangana -- in violation of election code announced Telangana formation and thus helped Congress and TDP in Panchayat elections --.

    Thirdly, now, she created more problems to Jagan base in coastal Andhra without naming the capital. When she could not beat Jagan politically, she used
    the weapon of region & caste to weaken Jagan politically. Unfortunately, people of Andhra Pradesh has the weak mentality and don't understand the game plan of centre. She is running the nation with people served World Bank with the ambition to make her son as PM.

    Now, all the three regions have to wait for 25 years to start development of the respective regions because all the three regions
    have to settle the major issues like irrigation water sharing, power
    sharing, and building education & health care, building of capital, education, infrastructure, huge debt, etc. In fact the centre should have prepared all these issues and discussed with all stakeholders and then she should have announced Telangana. She did not do this with the objective of weakening Jagan.

    She announced Hyderabad will be the capital for the two states for ten years but did not presented operational issues -- Here we must not forget a fact that after 1969 movement the government should have bufercated but did not do this and as a result, in the last 60 years people spent their money and developed the city [grown from 10 lakh to one crore population] and all most all employees built their houses here and settled here --. With all these now, the main beneficiaries are Sonia, Congress and TDP and loser are Jagan and people of the three regions.

    However, keeping in question of settling the issue of Hyderabad People of Rayalaseema & Coasta Andhra should accept Ongole as capital with Reddys and Kammas, Telagas/Balijas are equally dominated.

    Make Ongole as clean and green capital like Canberra in Australia and Brasilia in Brazil. Make it a pollution free city with secretariat, Assembly,housing, educational institutions, judiciary, and all other government departments. At the same time distributing other activities all around the other important cities will help people to get employment opportunities near to them.

    Who ever rule the nation every body looks at political survival. Whether it is BJP or Congress or Third front. BJP every time says they bifurcated three states and so they give Telangana state. Unfortunately, these politicians don't understand one basic issue. In those three states, the cut a piece from the main state and provided funds for development but in the case of Telengana it is exactly opposite. The main part is cut and telling they provide funds to develop it and not to Telangana. Though they used to tell 4.5 crore population but now it is 3.5 crores only in Telangana including Hyderabad in which around one crore are from coastal Andhra and Rayalaseema. The Andra part contain 5.5 crores. This is the tragedy of politics.
