Tyre pyrolysis plant in Shamli

The National Green Tribunal (NGT) directed notice to be issued to a tyre pyrolysis plant located in Sakauti village of Uttar Pradesh’s Shamli district, after an application cited that it was violating environmental norms.

The court on May 28, 2025, directed Shamili’s divisional forest officer; the state groundwater department; M/s Adideva Carbon LP; State of Uttar Pradesh; Central Pollution Control Board (CPCB); Uttar Pradesh Pollution Control Board (UPPCB); Muzaffarnagar UPPCB regional office and the Shamli district magistrate to file their response.

The applicant had raised a grievance against the setting up of a tyre pyrolysis plant by M/s Adideva Carbon LLP.

Siting criteria issued by CPCB was not being followed, according to the applicant.

The plant, with a capacity of 230 metric tonnes per day, is very close to ecologically and socially sensitive areas including the Khokhari river (within 40 metres), an irrigation department drain (0 metres), a temple (50 metres), a government inter-college (100 metres), and residential areas of two villages (within 300-400 metres). The site is also directly adjacent to a highway.

The applicant’s counsel submitted that a consent-to-establish (CTE) application was made by the industry on September 19, 2024. Therefore, guidelines which have been issued by the CPCB on January 16, 2024, apply to the unit.

However, the UPPCB issued CTE dated October 21, 2024, without considering the issue of siting criteria.

Construction debris thrown into Ghazipur drain

The NGT directed Delhi’s irrigation and flood control department on May 28, 2025, to file its response to a complaint claiming construction debris is being thrown in the Ghazipur drain, obstructing sewage flow. The date for the next hearing of the case has been scheduled for September 9, 2025.

The Ghazipur drain flows behind Savita Vihar and Yojna Vihar colonies. An elevated road — Chaudhary Charan Singh Marg — has been constructed by the side of this drain, according to the applicant.

The contractor has dumped the construction debris in the drain, obstructing its flow and thus creating health issues for the residents.

The applicant further submitted that desilting of the drain has not yet commenced, whereas other drains of Delhi are being desilted. This drain ultimately outfalls in the Yamuna river, the application added.

Demarcation of Nahargarh Wildlife Sanctuary

The Principal Chief Conservator of Forest and Chief Wildlife Warden, Rajasthan informed the NGT on May 27, 2025, that a committee of more than nine persons constituted for the demarcation of Nahargarh Wildlife Sanctuary has submitted a report. 

The document is being verified by the wildlife department. The state of Rajasthan has sought two months time for digitalisation and identification of the record.

The court agreed to the request and set the next date of hearing on September 8, 2025.
