On March 29, 2023, the government claimed no state or Union Territory (UT) had reported any cases of death due to starvation in India.

“Not a single state government/ UT administration has reported any incident of death due to starvation, Piyush Goyal, minister for food and public distribution, told the Lok Sabha.

The Centre has decided to provide foodgrains free of cost under Pradhan Mantri Garib Kalyan Anna Yojana to Antyodaya Anna Yojana households and Priority Households for one year, beginning from January 1, 2023, the minister added.

Illegal mining

Some 22 state governments have set up task forces to review the action taken by member departments for checking the illegal mining in their respective jurisdiction, Pralhad Joshi, minister for mines, told the Lok Sabha.

Carbon emissions

The Centre has initiated Perform, Achieve, Trade (PAT) scheme to reduce the emission and energy intensity in the textile sector, Darshana Jardosh, minister of state for textiles, told the Lok Sabha.

Currently, 168 energy-intensive textile units are notified in the scheme with an annual threshold level of energy consumption of more or equal to 3,000 tonnes of oil equivalent. The scheme has resulted in the saving of 0.313 million toe (one toe = 11.6 MWh) in energy savings, consequently reducing 1.551 million tonnes of CO2 in the sector, the minister said.

Global Gender Gap Index

India’s rank improved on the Global Gender Gap Index in 2022 compared with 2021. India stood at 135th position among the 146 countries assessed, scoring 0.629 out of 1, Smriti Irani, minister for women and child development, told the Rajya Sabha.

The Global Gender Gap Report 2021 ranked India at 140 out of 156 countries, with a score of 0.625.

Infant mortality rate 

Infant Mortality Rate in India is 28 per 1,000 live births in 2020, Irani told Rajya Sabha, citing the latest Sample Registration Survey Report of the Registrar General of India.

Housing scheme

Against the mandated construction target of 29.5 million houses under Pradhan Mantri Awaas Yojana – Gramin scheme, the ministry has allocated a target of 29.4 million houses to the states/UTs. Of these, 28.5 million houses have been sanctioned to the final beneficiaries, and 22.2 million houses have already been completed as on March 24, Sadhvi Niranjan Jyoti, minister of state in the Ministry of Rural Development, told the Rajya Sabha.

Forest rights

The state government of Tamil Nadu has informed that 8,594 titles (8,144 individual and 450 community) have been distributed in the state until November 30, 2022, Bishweswar Tudu, minister of state for tribal affairs, told the Rajya Sabha. Community-wise details of recognition of rights are not centrally maintained, Tudu added.

Skill development

The Ministry of Skill Development and Entrepreneurship implemented its flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY), for upskilling youth across the country, Rajeev Chandrasekhar, minister of state in the Ministry of Skill Development and Entrepreneurship, told the Rajya Sabha.

The scheme has two components — Short-Term Training (STT) and Recognition of Prior Learning (RPL). Certified candidates under STT are facilitated for job opportunities, while RPL is not linked with placements as it recognises the candidate’s current skills.

Under the STT component of PMKVY, 2.436 million certified candidates have been reported placed in various sectors as of December 31, 2022, Rajeev Chandrasekhar, minister of state in the Ministry of Skill Development and Entrepreneurship, told the Rajya Sabha.

Preservation of Dal lake

During the last five years, Rs 23,900 lakh has been spent on Dal lake. The outcome of the same resulted in improved water quality, reduction of effluent parameters within permissible limits and improving the livelihoods of Dal dwellers and other locals, Nityanand Rai, minister of state in the Ministry of Home Affairs, told the Rajya Sabha.
