the Portuguese environment ministry has approved plans for the setting up two incineration plants: one in the Arrbida Nature Reserve at Outa and the other at Souselas near the city of Coimbra. This decision has sparked off strong protests from environmentalists and opposition parties. Jose Eduardo Martins of the Social Democrat Party criticised the government for "going ahead with its decision without conducting prior health tests." Rui Berkemeier of Quercus, an environmental non-governmental organisation, said incineration should be the last resort for the disposal of hazardous waste. Luis Fazenda of the Left Bloc party objected to the "lack of effective measures to control the production of hazardous waste."
