The Union ministry of environment and forests (moef) seems to have a found a new way to ensure non-participation of people in the environmental planning process. A few months back, it requested public comments on a draft environmental impact assessment (eia) notification. The comments were to be directly e-mailed to Pradipto Ghosh, secretary, moef ( secy@menf.delhi.nic.in).

Civil society members were in for a rude shock when they e-mailed their comments. The messages bounced back with the information: "550: user unknown in local recipient table". Some like Mahesh Pandya of Ahmedabad-based Centre for Social Justice took the additional precaution of mailing comments to the secretary at his New Delhi office, only to receive this communication from P L Ahujarai, director, moef, "Please send your comments...
