Unlike previous UN climate meets, the 16th Conference of Parties (CoP) held in Cancun in Mexico witnessed very few strong words being tossed between developed and developing countries till this magazine went to press.
After Japan’s initial belligerence against any extension of Kyoto Protocol, China has shown surprising malleability for a compromised climate deal. India has acceded to third-party verifications of its domestic mitigation and binding emission targets.
There seems to be a consensus on transfer of climate-friendly technology sans the usual Intellectual Property Rights (IPR) issues and the mechanism on transfer of patented eco-friendly technology.
Outcomes so far
• A possible deal on technology transfer without resolving IPR issues
• China's willingness to commit to emission targets
• India's willingness to open up to binding domestic emission targets and verification of mitigation actions
• Japan's opposition to an extension of Kyoto Protocol
