High-security number plates mandatory in Delhi: Why are they important

High-security registration plates add security features that make vehicles theft- and tamper-proof; used to standardise size and font on number plates

Vehicle owners without high-security registration plates (HSRP) and colour-coded fuel stickers are having a hard time in the national capital. The Delhi Police, complying with the government’s new amendments to the Motor Vehicles Act (MVA), has been penalising defaulters under an enforcement drive.

Violators, with vehicles purchased before April 1, 2019, can be fined up to Rs 10,000, which is compoundable to Rs 5,500, under the amended MV Act.

What is an HSRP?

An HSRP is a chromium-based hologram applied by hot stamping on the number plates both at the front and back, along with laser-branding of a permanent identification number. They have certain security features and are protected against counterfeiting.

The plates are fastened with non-removable / non-reusable snap lock-fitting system. There are approximately three million vehicles, including 1.6 million two-wheelers, 1.2 million four-wheelers and 0.2 million commercial vehicles, which are required to be affixed with HSRPs.

HSRPs were introduced to standardise the size and font on number plates on vehicles, while also adding security features that make them theft- and tamper-proof. These included a reflective base, laser engraved serial number on the plate, a hologram, hot-stamped “India” watermarking over the lettering and tamper-proof snap-off rivets.

These features also make these plates easy to read by speed-detection cameras and automatic toll-gate camera systems.

The following vehicle information is sought by the Government portal, boomyhsrp.com, for the booking the HSRP and color-coded stickers:

  • Vehicle’s class
  • Fuel type
  • Chassis No
  • Engine number
  • Fitment location
  • Bharat Stage category
  • Maker

An appointment can then be booked; HSRPs can be picked up at the selected center / dealer / location of the person’s choice or can be home delivered at a nominal cost.

HSRP can cost Rs 400 for a two-wheeler; the price can go up to Rs 1,100 for four-wheelers depending on the category of the vehicle. Color-coded stickers can be fitted for Rs 100 if the vehicle already has an HSRP.

Why are they important

HSRPs are being implemented for the essential details of a car, including its engine number and chassis number, are stored in a centralised database. The stored data along with the 10-digit PIN can be used to identify a stolen car.

The colour-coded or fuel stickers are meant to identidy vehicles based on their fuel type. These vehicles, which run on petrol and compressed natural gas, have light blue-coloured stickers; the ones that use diesel have orange-coloured stickers. These stickers carry details such as registration number, the registering authority, a laser-branded PIN, date of first registration of the vehicle and the engine and chassis numbers of the vehicle.

The Supreme Court-appointed Environment Pollution Control Authority (EPCA) directed all vehicles in Delhi-NCR to have HSRP and colour-coded stickers.

The Union Ministry of Road Transport and Highways (MORTH) has mandated that the HSRP should be supplied by vehicle manufacturers with the vehicles manufactured on or after 1 April, 2019.

Vehicle manufacturers need to comply with this procedure for a new vehicle sold on or after April 1, 2019. The manufacturer of the vehicle or the dealer is required to maintain a proper record of the registration plates issued on a daily basis.

The record of all the security features needs to be maintained by the vehicle manufacturer or dealers’ possession.

A notice has been issued by Delhi transport department following an order issued by the MoRTH, which mandates that all vehicles in India sold before April 1, 2019 would need to have a high-security registration plate and colour-coded stickers.

The Delhi transport department has asked owners of vehicles registered before April 2019 in the national capital to affix them with high-security registration number plates and colour-coded fuel stickers. 

Owners of new vehicles are also mandated to fix their vehicles with HSRP number plates and colour-coded fuel stickers.
