The SC has emphasised the need for inclusion of a High Court judge -- sitting or retired -- and a group of high ranking scientists in the appellate authorities under the Water (prevention of pollution) Act, 1974. The court said that this should be done in all states to adjudicate disputes relating to the environment and pollution. The directive was given by a division bench while disposing of a batch of appeals directed against the Andhra Pradesh High Court.
