Coronavirus update: Lockdown extended by 2 weeks

A total 130 districts across states to be in red zone next week

The nationwide lockdown to curb the spread of the novel coronavirus disease (COVID-19) has been extended by two weeks. It was dur to end on May 3, 2020. 

The decision was announced after the usual press briefing was over.    

  • According to the press release announcing the extension, the Union Home Ministry also “issued new guidelines to regulate different activities in this period, based on the risk profiling of the districts of the country into Red (hotspot), Green and Orange Zones.” 
  • Out-patient departments of hospitals and medical clinics can operate, except in containment zones.
  • The local authority shall ensure 100% coverage of Aarogya Setu app among the residents of the Containment Zone, according to the release.
  • Long-distance travel, including by air, will remain shut as will be places of large gatherings, including educational institutions, hotels, meetings, etc.
  • Individual movement for non-essential purposes will notbe allowed between 7 pm and 7 am.
  • Those above 65 years, those with co-morbidities, pregnant women and children below 10 will have to stay home, except for essential requirements.

In red zones:

  • Local transport will continue to remain off roads in red zones.
  • Private vehicles can move for permitted activities with two passengers and a driver in four-wheelers. No pillion-riding on two-wheelers.
  • Industries in designated zones and related to essentials can operate with social-distancing norms.
  • In-situ construction and construction of renewable energy will be allowed.
  • All stand-alone shops will be allowed in urban areas.
  • E-commerce deliveries will only be for essentials.
  • Private offices, if need be, can operate with a third of their strength. 
  • Government offices to operate with all senior officials (deputy secretary-level) and a third of other employees.
  • Some involved in essential services and activities, however, will operate in full strength.
  • In the rural areas, all industry and construction, agriculture, animal husbandry and plantation work will be permitted.
  • All healthcare services and some financial services, homes for the disadvantaged, Anganwadis and public utilities will be permitted. 
  • Most commercial and private establishments will be permitted.

In orange zones:

  • Taxis and cab aggregators will be allowed.
  • Two-wheelers can have pillions.

In green zones:

  • Buses can operate at 50 per cent capacity
  • Bus depots can also operate at half their capacity.

The Union home ministry said migrant workers, students and others stuck due to the COVID-19 lockdown would be able to access the railways. 

The Union government May 1 released a list of districts re-designated into three zones, based on how the novel coronavirus disease has spread:

  • Red zone - 130
  • Orange zone - 284
  • Green zone - 319
  • Uttar Pradesh had a maximum 19 districts in the red zone
  • Maharashtra had 14and Tamil Nadu 12.
  • All 11 districts of Capital Delhi were marked red.
  • West Bengal’s count jumped sharply to 10 from 4 in the previous list of April 15.
  • Kerala’s count of red districts fell to 2 from 6.
